Tackling Corruption In The Education Sector: SH-ACU Boss Brig Gen Isoke Calls For Transparency, Accountability Among Head Teachers

Kampala: This morning, the Head of State House Anti Corruption Unit, Brig Gen Henry Isoke made a presentation to over 400 Head Teachers from the Western region of the country on “Transparency and Accountability” at National Leadership Institute in Kyankwanzi.

Brig Isoke highlighted the different forms of Corruption in the education sector including; Head Teachers Inflating nominal rolls to embezzle Capitation grant funds, conspiracy with some District officials, including; DEO, Inspector of Schools and Senior Education Officers, Lobbying for transfers assisted by the respective District Education officials, lobbying for schools with large number of students where numbers are further inflated, among others.

He emphasized that such tendencies are a danger to the progress of the nation, they erode social trust, worsens inequality, as well as sabotaging development in the country.

He added, that corruption in the education sector, results into underqualified professionals, including; doctors, engineers, teachers, pilots, among others, which results in doing shoddy work that leads to catastrophic losses.

On tackling corruption, he emphasized the need for enhancing regular school inspections by district officials for purposes of monitoring and accountability. Community participation should be encouraged in school activities, through Parent-Teacher meetings.

He further urged the H/teachers to implement modern management systems and procedures in areas of financial management, supervision and evaluation.

To be exemplary to the students and to inculcate the culture of transparency, Head SH-ACU encouraged the Head Teachers to ensure the right things are done.

In conclusion, he thanked the Commissioner Patriotic Secretariat, Ms Hellen Seku and her team for the good work they are doing in instilling the spirit of patriotism in the country.

He also held discussions with the Director NALI, Brig Gen Charles Kisembo, with whom they discussed matters of ideology and cadreship in the country.

More About The State House Anti Corruption Unit

The State House Anti Corruption Unit (SH-ACU) in one year, 2022, managed to recover Ugx35.484bn from corruption masters of this country, annual report revealed.

The Unit also managed to arrest and arraign in court over 448 suspects. Among these, courts convicted 70 culprits including government accounting Officers, Executive Officers, managing directors, Secretaries of Commission, CAOs, and Town Clerks.

SH-ACU was established under Article 99(4) of the constitution of Uganda, which gives the President executive powers to either directly or indirectly perform his duties or through officers subordinate to him.

Launched on 10th December 2018, SH-ACU coordinates with all constitutionally mandated agencies to ensure corruption free country.

The Unit also acts as a link between H.E. the President, citizens, and Anti- Corruption agencies in relation to Anti-Corruption issues.
