State House Anti Corruption Unit Arrest Kaberamaido Acting DEO For Extorting Over UGX 28 Million From UPE Candidates

Kampala: State House Anti Corruption Unit together with police have arrested the acting District Education Officer of Kaberamaido, Mr. Elyebu Richard on allegations of extortion and solicitation.

According to the Unit, in 2023, Elyebu illegally charged over 1880 UPE candidates UGX 15,000 totaling UGX 28M for the e-registration and yet it is free service.

Additionally, Eyamu David, the Commercial Officer of Kaberamaido district has also been arrested for mismanagement of Emyooga funds. The arrests follow an ongoing monitoring exercise by Hon. Beatrice Akello the State Minister of Economic Monitoring in the Office of the President.

The two suspects who were arrested on Monday, March 18, 2024 have been detained at Kaberamaido Central Police Station.

According to the acting DEO, the fee is usually charged by schools to facilitate the preparations of photos and photo albums of the P7 candidates.

Meanwhile, Eyamu is accused of failing to account for three SACCOs which is considered as neglect of duty.

The State House Anti Corruption Unit (SH-ACU) in one year, 2022, managed to recover Ugx35.484bn from corruption masters of this country, the annual report revealed.

The Unit also managed to arrest and arraign in court over 448 suspects. Among these, courts convicted 70 culprits including government accounting Officers, Executive Officers, managing directors, Secretaries of Commission, CAOs, and Town Clerks.

SH-ACU was established under Article 99(4) of the constitution of Uganda, which gives the President executive powers to either directly or indirectly perform his duties or through officers subordinate to him.

Launched on 10th December 2018, SH-ACU coordinates with all constitutionally mandated agencies to ensure a corruption-free country.

The Unit also acts as a link between H.E. the President, citizens, and Anti- Corruption agencies in relation to Anti-Corruption issues.
