State House Anti Corruption Unit Arrests City Lawyer Matovu For Stealing Cooperatives Funds

The State House Anti Corruption Unit together with Police have arraigned Mr. Matovu John, an advocate with Ms Matovu & Matovu Advocates before the Anti-Corruption Court on charges of theft by an agent and conspiracy to defraud govt of over UGX 4Billion.

The accused while entrusted as one of the advocates for Busoga Growers Cooperative Union to pursue war loss compensation claims from the government conspired and stole the funds. He joins Basoga Charles, the Chairperson Busoga Growers Cooperative and others who are on trial over the same.

He has been remanded until 16th August 2024. 

Also, the Unit has arraigned Tusubira Sam, a State Attorney at the Ministry of Justice and Constitutional Affairs, before the Anti-Corruption Court on 16 counts of corruption.

The accused, while representing the government in court, solicited a bribe of UGX100M from a plaintiff who had sued the Ministry of Lands and the Attorney General for irregular cancellation of his title, to assist the victim get compensated.

The Unit says by the time of his arrest, he had received about UGX43M from the victim. He has been remanded until 19th August 2024.

Corruption in Uganda has deep historical roots, exacerbated by periods of political instability and authoritarian rule. The post-independence period saw various governments struggling with corruption, but the issue persisted and evolved with different regimes.

The country has struggled with corruption at multiple levels of government, which has impacted economic development, public services, and trust in institutions.
