State House Anti Corruption Unit Nets Four Officials In Kabarole District For Extorting PDM Beneficiaries

Kampala: State House Anti-Corruption Unit in collaboration with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP), has arraigned four officials in Kabarole District on charges of extortion.

The accused, including two town agents and two Parish Development Model (PDM) SACCO leaders, appeared before the Chief Magistrates Court in Fort Portal on allegations of fraudulently obtaining money from PDM beneficiaries under false pretences.

The suspects include Kobusingye Esther, a Town Agent of Kibasi Ward, Kibasi Town Council, Godfrey Busingye, a Town Agent of Kinyererezi Ward, Kijura Town Council, Amanyire Fred, Chairperson of Kibedde Ward PDM SACCO and Mugabe Robert, Vice Chairperson of Kibedde Ward PDM SACCO.

According to prosecution, the accused allegedly solicited money from PDM beneficiaries in various villages across Kibasi and Mugusu Town Councils, including Harubaho, Kyamuhoro, and Nyansozi, between November 2023 and September 2024.

It is alleged that the accused demanded these funds, falsely claiming the payments were required to process beneficiaries’ access to government funds under the PDM program.

The court has remanded the suspects until October 14, 2024, pending further investigations and legal proceedings.

The State House Anti Corruption Unit (SH-ACU) in one year, 2022, managed to recover Ugx35.484bn from corruption masters of this country, the annual report revealed.

The Unit also managed to arrest and arraign in court over 448 suspects. Among these, courts convicted 70 culprits including government accounting Officers, Executive Officers, managing directors, Secretaries of Commission, CAOs, and Town Clerks.

SH-ACU was established under Article 99(4) of the constitution of Uganda, which gives the President executive powers to either directly or indirectly perform his duties or through officers subordinate to him.
