Kampala: Martins Okoth Ochola, the Inspector General of Police (IGP), has ordered for a massive police shakeup after several allegations of corruption and case mismanagement at various police stations in the country.
Ochola made the changes through an internal transfer Memo message dated 08/05/2019 and released on 05/06/2019, which reads in part thus; “We transferred D/ASP Kusingura Charles basing on complaints that had been raised to the DIGP during his visit to Savannah region and inspection team should proceed and carry out inspection of the Luwero district during his time.” The Memo bears the following names of detectives that have been transferred;
D/ACP Sarah Nakyagaba has been taken to Urban, D/SSP Moses Byabagye taken to SSP Inspectorate, D/SSP Stanley Owor taken to Case Backlog, D/SP Dorothy Kyobutungi transferred to lands, D/Waisswa Ayub transferred to local Government, D/SP Joshua Awor also taken to local Government , D/SP Georgye Ngaruye has been taken to SID Kireka, D/ASP David Mwesigwa has been taken to crime data, D/ASP Benon Ayebare has been taken to SID Kireka , D/ASP Tawu Bumali has been taken to economics department. Others transferred are D/ASP Fredric Mutono who has been taken to Central Government, D/ASP Kusingura K Charles has been taken to Homicide, D/ASP Henry Akera has also been taken to Homicide, D/ASP Richard Mugisha has been taken to case Backlog, D/AIP Robert Kasira has been taken to local Government, D/AIP Kitaburiza Bens taken to Urban, DAIP Bwonyo has been transferred to central Government, D/AIP Grace Auma Silver has been taken to local Government, and finally No .21707 D/SGT Ruzindan Deo has been taken to Economic Crime.
Our sources within the police revealed that IGP Ochola made the reshuffle after receiving intelligence that detectives, especially those under the departments that investigate Government bodies like ministries connive with top officers in different ministries and ‘kill’ cases or sit on the files after being compromised. Ochola thus stated that “We must clean CID Department by making thorough inspection of both detectives and the files they handle.” He has since instated an Inspection Team to investigate all complaints raised against the affected police officers.
