Kampala: The president of Uganda His Excellency Yoweri Kaguta Museveni, has issued a directive stopping all Ugandans from crossing to Rwanda, due to the tension between the two countries.
In a letter seen by this website signed by the Minister for the Presidency Esther Mbayo, issued to all the Resident District Commissioners (RDC’s) most especially those at border districts with the Republic of Rwanda, Museveni urges them to alert Ugandans about the dangerous ‘criminal’ Rwandan Government policy of shooting smugglers even when they are not armed.
“RDC’ especially those in the Districts Bordering Rwanda, inform the Ugandans of the criminal Rwanda Government policy of shooting smugglers that are not armed, although what they are doing is illegal,” the letter reads in part.
The President adds that as for the Rwandan soldiers infiltrating Uganda to kidnap people, the concerned agencies are already briefed on how to deal with that provocation.
“BORDER INCURSION BY RWANDAN SECURITY FORCES ON UGANDAN TERRITORY
Greetings to you all from the Presidency especially the Resident District Commissioners Bordering the Districts.
His Excellency the President has sent a directive to you all the RDC’ especially those in the Districts Bordering Rwanda, to inform the Ugandans of the criminal Rwanda Government policy of shooting smugglers that are not armed, although what they are doing is illegal.
Ugandans should stop going into Rwanda or those who go should do so at their own risk.
As for the Rwanda soldiers infiltrating into Uganda to kidnap people, the concerned agencies are already briefed as to how to deal with that provocation.
By copy of this circular, Secretary, Office of the President is asked to be keen on this, so that His Excellency’s directive is followed accordingly”
