Secrets Leak! Here Is Why Furious Museveni Fired Arrogant Kaka Bagyenda From ISO

Kampala: President Museveni yesterday fired Colonel Kaka Bagyenda and appointed Charles Oluka as the new Director-General of Internal Security Organisation reportedly over Kaka’s misconduct and escorting crimes committed by his boys under his watch for a period of time.

However, this development came amidst vigorous tensions in ISO whereby some top agents have been reported in various crimes including hacking, extortion and corruption among other crimes.

According to our sources, Kaka was fired due to his acts noting the previous where he was dragged to court by three citizens seeking for orders to pull him out of the office for being incompetent and unfit to hold any public office.

According to the court documents filed before the High Court Civil Division, the trio who include; Bonny Akol, Kenneth Kugumaho and Ronald Tugume contended that Col. Bagyenda unlawfully commands operations in which civilians have always been arrested, paraded before the press and cause their prosecution before the General Court Martial which was established only for purposes of disciplining errant army officers.

” It’s in our knowledge that civilian such as Hon. Kyagulanyi Sentamu, Kipoi, Abdul Kitata among others are currently being tried by the Court Martial which is a military disciplinary court meant to try officers of the UPDF yet civilian courts have jurisdiction to try them the very offences which they are charged with,” read in part the court documents.

Another controversy which is reported to be key towards Kaka’s firing is that one of July 2020 where military security commandos raided several safe houses manned by the Internal Security Organization (ISO) and arrested ISO spies and their detainees allegedly over the killing of detainees under the same dentition centres.

According to our sources, shooting at one of the safe houses in Kisaasi took over for almost one hour in the midnight and security guards manning the facility exchanged bullets with commandos which scared Brig Kaka Bagyenda, the Director-General of the Internal Security Organization (ISO) that reportedly fled his office over fear to be killed or arrested and hidden in an unidentified location.

The security raid on ISO following months of intrigue and turmoil at the country’s leading domestic spy agency, the security source indicated that different ISO bosses were also lined up for investigation about their evil deeds.

Basing on the above background, in the highly classified letter, which was copied to Gen David Muhoozi, the Chief of Defense Forces(CDF), Gen Museveni warned the ISO boss about use of torture as a method of interrogation.

Gen Museveni told the ISO DG that under the NRA-turned UPDF, torture can not be used as a method of extracting information from suspects.

However, Col. Kaka was later quoted in the media arguing that the raid was intended to frustrate the investigation into the murder of senior police officer Andrew Felix Kaweesi.

In the same vein, few days after a raid by Military security operatives on several safe houses manned by the Internal Security Organization (ISO), and arrest of ISO spies and their detainees, Col Kaka Bagyenda, using a panic button, reshuffled eight top directors as a way to curb tensions in the security organisation.

Some of the Senior Directors whose powers were trimmed include  Mr Arthur Mugyenyi, Maj. Frank Banana, Lt.Dr. Kagoro Kaijamurubi, Lt. Col. Herbert Muramagi, Lt. Col. Charles Ndawula and Lt. Col. Kyango Walusukira, among others.

Not only the above scandals could stir Kaka’s collapse from ISO but also it should be remembered that his son Brian Bagyenda earlier this year 2020,  was convicted of murdering his lover, by the high court, on Monday, February 17, 2020.

Justice Moses Kazibwe found Bagyenda’s son and co-accused guilty of the murder of his girlfriend Enid Twijukye,22 after police adduced enough evidence to pin him in the heinous act, which he committed in 2017.

Bagyenda’s son was convicted together with his two employers; Innocent Bainomugisha and Vincent Rwahirwe to 32 years in prison each after deducting the two years they’ve spent on remand.

The two co-accused aided the killing when they were instructed to tie Twijukye on a bed before Bagyenda suffocated her with a pillow, after blaming her for allegedly cheating on him an offence that was committed on January 4th, 2017, along Njobe Road in Luzira, at Bagyenda’s home, before the killers dumped the deceased’ body in Namanve Forest along Jinja Road, where it was recovered a few days later before they were arrested.
