Kampala: The High Court Judge at the Civil Division Kampala, Philip Odoki has adjourned Mukose Arnold’s case against the Bank of Uganda to June 1 2021 and ordered for the Bank’s witness a one Agnes Mugisha to appear in court for cross-examination.
This order comes in an application filed by the applicant Mukose Arnold Anthony through Kwesigabo, Bamwine and Walubiri Advocates seeking to cross-examine the witness because he believes, the witness’ affidavit has a lot of wanting issues.
The adjournment was sought due to the late submissions of reply by the Attorney General who is the 1st respondent.

In their reply to today’s application, the respondents raised preliminary objections among which include; some of the applicant’s filed evidence which they believe are not supposed to be in his possession because they haven’t become public documents.
They also objected to calling their witness which they said, respondents can’t help the applicant in availing evidence which the applicant said, is a move to block justice.
The judge ordered for the witness to be in order on the next session and if the preliminary objectives raised don’t see light, the matter will continue and the witness will be crossed examined.
The next session has been therefore scheduled for two issues, ruling on preliminary objectives and also hearing of the case if the objectives are dismissed.
These stem from the appointment of Dr.Tumubweine Twinemanzi in 2018 as the Executive Director in charge of supervision at Bank of Uganda, which a concerned taxpayer and famous journalist Arnold Anthony Mukose drawn loopholes into thus dragging government to court challenging its ‘deadly’ move that may lead not only loss of taxpayers money but also collapse of Bank of Uganda since the appointment was illegal.
In his application, Mukose not only exposes dirty appointments sighted in BoU but also reveals that the Inspectorate of Government is among the government agencies sleeping on the job since the illegal staff recruitment of Twinemanzi was reported to them instead of acting, turned their ears deaf.
“The Inspectorate of Government accordingly directed the Board of Directors of Bank of Uganda not to ratify any actions or decisions taken by the Governor in relation to the impugned appointments and transfers until such a time as the investigations by the inspectorate have been conducted or this office directs otherwise,” says Mukose.

Mukose further noted that Twinemazi who replaced controversial Justine Bagyenda was appointed when there was no determination by the heads of the department.

He adds, “There was no request by the Executive Director, Administration to the Governor to recruit an Executive Director in charge of supervision through headhunting.”
Therefore, Mukose Wants; “Court to declare that the continued employment of Twinemanzi Tumubweine as Executive Director, supervision for Bank of Uganda in spite the intervention of the office of the Inspectorate General of Government and in spite of the report of the Presidential Tripartite Committee is illegal and continues to be tainted with irrationality, procedural impropriety and unfairness.”
