A major academic forgery scandal has erupted at Uganda’s Civil Aviation Authority (CAA), implicating over 80 individuals, including top-level officials such as directors, managers, and supervisors. Many of those involved are accused of forging academic qualifications to secure or retain their positions.

Our Spy fused within the system at the Entebbe based CAA eavesdropped to us that last week but one, before Christmas holidays, the accused were called in to defend their credentials, and disciplinary hearings have since begun, our Spy has learnt.

The CAA has kept the investigations and the whole matter largely under wraps, and the details of the case remain closely guarded, although our Spy is more smart than they seem to imagine.

According to preliminary investigations so far carried, the Aviation Security (Avsec) department has been identified as the most affected, with a significant number of senior managers implicated in the forgery scheme. This scandal is expected to lead to major personnel changes within the authority, though the full extent of the fallout is still unfolding.

Some of the names that are under investigations that we chanced on include; Gaston Muhoozi, Akandwanaho John K, Twesigye Nathan,Abaasa Allen Taremwa, Wanyama Francis Juma, Temanju Ivan Brian  and Nansubuga Precilla, among others.

“All I know is many people were found to have forged papers and these include big people like Directors, Managers, and supervisors. They were recently called to defend themselves, but by the look of things here, things might become tougher. You can imagine out of over 80 people, majority are Aviation Security, which is mandated with the security of the airport and Government security installations! This is a big scandal bro if especially IGG and other MDAs like Parliament come in,”added our spy via phone chat.

We’re now sharing only 43 names implicated so far, Watch out for a full list in our subsequent bullet in shortly….

Our attempts to seek comment from the Director General Eng. Fred Bamwesigye and Head Public Relations Vianney Luggya proved futile after Bamwesigye’s known number went unanswered, and Luggya remained tight lipped when asked for a comment.

CAA Mandate

The Uganda Civil Aviation Authority (UCAA) is tasked with overseeing and coordinating the country’s aviation sector. Its responsibilities include regulating and licensing aviation operations, managing air traffic control, conducting air search and rescue operations, owning and operating airports and aerodromes, and ensuring compliance with both national and international aviation laws. Additionally, the UCAA represents Uganda in global aviation forums and addresses all matters related to civil aviation.

Since October 2016, it has been responsible for managing Entebbe International Airport as well as 13 other airports across Uganda.

The UCAA was created as a Government Agency by an Act of Parliament in 1994 under the Ministry of Works and Transport, which is led by Gen. Katumba Wamala, the Cabinet Minister. The authority plays a central role in regulating and monitoring civil aviation in Uganda.
