condolence messageThe untimely passing on of Brigadier General Charles Oluka has left a deep void in the hearts of his family, colleagues, and the entire Ugandan security fraternity. As Brig. Gen. Ronnie Balya, Uganda’s Ambassador to South Sudan, expressed in his condolence message:
“I am deeply saddened by the demise of our brother Brig. Gen. Charles Oluka—ever smiling, kind, and dedicated officer. We shall miss him absolutely.”
Throughout his life, Brig. Gen. Oluka embodied dedication, professionalism, and a steadfast commitment to the security and stability of Uganda. His career, spanning decades, was defined by loyalty, intelligence, and remarkable leadership.
A Storied Military and Intelligence Career
Brig. Gen. Oluka’s career began in the Ugandan security apparatus, where he steadily rose through the ranks due to his sharp analytical mind and unwavering patriotism. He was a seasoned intelligence officer, recognized for his expertise in counterintelligence and national security operations.
His leadership came to prominence during his tenure as Director Technical Operations and later as Director Security in the Internal Security Organization (ISO), where he served under Brig. Gen. Ronnie Balya (then DG-ISO) from 2010 to 2017. In his condolence message, Ambassador Balya acknowledged Oluka’s ideological depth and professionalism:
“I found him ideologically and professionally well-grounded.”
His sharp intellect and strategic mind made him a pillar of Uganda’s intelligence community. His ability to analyze threats and respond proactively earned him immense respect. Even in the face of adversity, his resilience never wavered.
A Legacy of Integrity and Leadership
Brig. Gen. Oluka’s service did not end at ISO. His expertise was further recognized when he was entrusted with more critical roles in Uganda’s security apparatus, including assignments beyond Uganda’s borders. His leadership qualities were exemplary, and those who worked under him describe him as a mentor and an inspiration.
“Revolutionaries / Generals never die; they fade away, meaning their contributions persist in memory and history even as they retire or die,” Ambassador Balya remarked, emphasizing the lasting impact of Oluka’s contributions.
Indeed, Oluka’s life was not measured merely by the years he lived but by the countless lives he influenced. As Martin Luther King Jr. once said:
“It does not matter how long you live, but how well you utilize your stay on earth.”
Brig. Gen. Oluka lived his years well, leaving behind a legacy of courage, professionalism, and national service.
A Farewell to a Hero
The pain of losing such a stalwart figure is immense, yet, as Ambassador Balya wisely stated:
“When death of a loved one happens, accept it as REALITY. It is a harsh reminder that we are all temporary on earth. It has happened and cannot be reversed.”
We honor his service, cherish his memory, and commit to upholding the values he stood for. Uganda has lost a great son, but his influence and legacy will continue to shape the nation’s security landscape for generations.
As we bid farewell, we take solace in the words:
“Do not cry because it is over, smile because it happened.”
Brig. Gen. Charles Oluka’s contributions to Uganda’s security and stability will never be forgotten. His memory will live on in the hearts of those who served with him, the country he protected, and the future generations who will be inspired by his example.
