Kampala-On Wednesday March 19, 2025, the Buganda Road Chief Magistrate’s Court, presided over by Chief Magistrate Ronald Kayizzi, issued an international arrest warrant for Uganda Law Society (ULS) President Isaac Ssemakadde. This action stems from Ssemakadde’s repeated failures to appear in court to answer alleged charges of  insulting the modesty of Director of Public Prosecutions (DPP) Justice Jane Frances Abodo.

Background of the Matter 

The allegations against Ssemakadde originate from a private prosecution initiated by lawyers Joshua Byamazima and Tonny Tumukunde. They assert that on November 18, 2024, during an event at the People’s Front for Freedom office in Katonga Village, Kampala, Ssemakadde referred to Justice Abodo using offensive terms, including “a vagina from Karamoja, a dead wood, a dimwit, and a shameless careerist.”

Court Proceedings Leading to the Arrest Warrant

Following the filing of charges under Section 113 of the Penal Code Act, Ssemakadde was summoned to appear in court on January 29, 2025. His legal team cited his illness and a pending High Court ruling as reasons for his absence, leading to a rescheduling of the hearing to February 24, 2025. However, Ssemakadde failed to appear again, prompting Chief Magistrate Kayizzi to issue an arrest warrant on February 24, 2025.

Despite the issuance of the arrest warrant, Ssemakadde remained at large, and his continued absence led the court to escalate the matter by issuing an international arrest warrant on March 19, 2025. This escalation underscores the seriousness with which the court views his non-compliance.

Implications for Ssemakadde as ULS President

As the sitting president of the Uganda Law Society, Ssemakadde’s legal challenges present a complex situation. The international arrest warrant not only threatens his personal freedom but also raises concerns about the leadership and reputation of the ULS.
