Civil Servants To Face Disciplinary Action Over Disobeying Presidential Directives On COVID-19

Sheema Resident District Commissioner (RDC) Frank Kyereere has vowed to deal with all civil servants in the district who have adamantly disobeyed President Yoweri Museveni’s directives of fighting against Coronavirus in  Uganda.

Kyereere said on Thursday that what annoys him most is that since the day Uganda registered the first case of Coronavirus, most of the civil servants, especially town agents/Parish Chiefs, Sub-county chiefs/ town clerks abandoned their duties, saying that they spend their days relaxing at their own homes  or in villages.

He added that he has summoned them twice but they have snubbed his summons. He warned them to stop disobeying Presidential directives and being sensitized on how to do their work.

“They were supposed to work together with the district COVID-19 Taskforce. But that after the meetings, instead of implementing what they told them, they boycotted the entire process,” Kyereere  said.

He added that most people in villages are doing contrary to President’s Museveni’s directives, citing examples of youth who are always in playgrounds playing football, bars, betting kiosks and other recreational places which are still open plus.

 “All  this is due to the reluctance of our Parish and Sub-county Chiefs, who have gone into deep slumber and forgotten what they are paid for. I have already told the Chief Administrative Officer Davis Beyeza Dembe to subject them  to the disciplinary committee,” he noted.

He warned that whoever fails to learn from the Disciplinary Committee will face charges of attempted murder as President Museveni directed last week.

However, when this reporter talked to some town agents in Sheema district, they revealed that they would be in position to do their duties if they had transport means to deliver them to their workplaces.

But RDC Kyereere answered them saying that; “I  want that town agent or Sub-county Chief saying that he or she has no transport; ever since I came  to Sheema I have been fighting this vice, where Parish Chiefs or town agents don’t sleep in their respective parishes or wards where they work. When I  find out that you don’t stay in your area of operation, you will face my bitterness.”

He added that Parish Chiefs don’t need transport means because they don’t have to move from one family to another car, since all it needs is moving on foot.

Kyereere said the CAO has already interdicted a Parish Chief identified as Lauben Namanyire over allegations that he conned millions of shillings from the elderly people in Sheema district.
