According to reports, Kakama attained the obligatory retirement age of 60 in October 2022, and John Muheirwoha was appointed as his successor to take over on January 24, 2023, but instead, Kakama asked for an extension saying he first needs to meet with President Yoweri Museveni.
According to several sources, Kakama has asked his political allies in the Kigezi region to ask Museveni for a two-year extension.
Reports say that officers, who stand to gain from retirement, have passionately opposed keeping retirees on staff since it impedes their advancement.
”The refusal to retire comes at a time when the young officials have been battling with one Patrick Ocailap, the current deputy secretary to the treasury who has refused to retire and has been able to successfully lobby for two-year contracts since he clocked 60 years four years ago. They claim he has been using his political connections with politicians from eastern Uganda to ensure the success of this scheme,” reports allege.
