In a landmark ruling, the High Court of Uganda has directed the Kampala Capital City Authority (KCCA) to begin renaming streets, roads, and public places, shifting away from colonial-era names and embracing Uganda’s rich cultural and historical identity.

Justice Musa Ssekaana, in a ruling dated February 28, 2025, underscored that more than 60 years after independence, many of Kampala’s public spaces still carry names honoring British colonial officials—a legacy that continues to overshadow Uganda’s national heritage.
“This is a necessary step toward recognizing our own historical transformation and honoring individuals who have shaped post-independence Uganda,” Justice Ssekaana stated.

A Push for Cultural Identity & Historical Justice

The ruling follows a petition by human rights activist John Ssempebwa, who argued that keeping colonial names on Uganda’s streets is a violation of dignity and a reminder of past oppression. He highlighted that some of these colonial figures were directly linked to discriminatory policies, forced labor, and violent repression of Ugandans.

Justice Ssekaana agreed, noting that maintaining such names on public infrastructure prolongs the memory of historical injustices inflicted during British rule. He directed KCCA to engage the public in the renaming process, ensuring inclusivity and alignment with the Kampala City Authority Naming Guidelines 2017.
A Long-Awaited Move Toward Decolonization
The call to rename Kampala’s streets is not new. In 2019, Kampala Lord Mayor Erias Lukwago was urged to initiate the process, and in 2020, a petition with 5,786 signatures was submitted to then-Speaker Rebecca Kadaga and KCCA, demanding the removal of colonial legacy names.
While previous efforts have stalled, this court ruling now mandates action, reinforcing the broader need for meaningful decolonization and the promotion of Uganda’s cultural heritage in public spaces.
Beyond erasing colonial footprints, the renaming initiative seeks to:

With KCCA now legally compelled to take action, Kampala is set to undergo a transformative shift, reclaiming its streets and landmarks as symbols of Ugandan resilience, culture, and post-independence progress.
