Scandalous Dfcu Bank, which is battling with tycoon Sudhir Ruparelia for illegally grabbing his properties under Meera Investments Limited, is grappling with another scandal, this time round involving fraudulent sale of land.
Spy Uganda has learnt that a struggling farmer in Western Uganda accuses officials of Dfcu Bank of allegedly conniving with her husband and a city businessman to grab her land measuring over 65 hectares. Â
Florah Rwamarungu, a farmer in Nyabushozi, Kiruhura district, alleges that her husband Yusuf Rwamarungu, connived with Dfcu bank officials to sell the land under contention to Crescent Kamunyu Muhumuza, without her consent.
The land under contention is located in Kiruhura District, Plot 2 Block 52 Folio 19 Volume 1113, covering the villages of Ruyonza,Kasana,Kinoni.
We have established that trouble between the couple started in 2005 when Rwamarungu mortgaged family property in Mbarara located along Ndebarema Road, Volume 2481 Folio 3 plot 15, and secured a loan facility from Dfcu Bank.
However, later when he failed to pay the loan, instead of surrendering the mortgaged property, the husband substituted the title of the property in Mbarara with that of the land in Nyabushozi without the consent of the Wife.
 The wife only got to know about the matter when Dfcu bank bailiffs went to tell her they are selling off the land and that she should vacate it. As way of trying to save the property, Florah lodged a caveat on the land and property under contention.
However, despite the caveat, Dfcu bank officials went ahead to sell off the land to Muhumuza, which they did illegally because that’s not the property she had consented to with her husband to be mortgaged.
Even then, by the time of the sale there was a caveat on the land which was removed without the wife’s knowledge and or consent, which nullifies the sale.
 However, Muhumuza doesn’t want to know all that and he is currently pressurizing the woman to vacate the land, with threats of forcefully evicting her if she refuses.
Currently, Florah still lives on the property with her six children and all her developments and people who work for her since the husband abandoned her.
The troubled old woman says she sued both Muhumuza and Dfcu bank through her lawyers of  M/s Okello-Oryem & Co. Advocates but the case has never been heard, yet Muhumuza is already grabbing the land, claiming that he bought it.
 As of now Muhumuza is in possession of a forged land tittle indicating that ownership of the property was transferred in to his names.
Rwamarungu’s wife insists that she was  cheated by the 3 parties; the husband, Dfcu bank and Muhumuza and she is crying out for help, because all her efforts to seek justice from relevant authorities have been futile.
Muhumuza was at one time working with Ministry of defence, before he was transferred to ministry of education, then Mulago Referral Hospital and later ministry of finance. He has shares in Ferrica Pharmacy in Wandgeya, where he spends most of his time nowadays.
However, efforts by our Reporters to contact Dfcu Bank, Muhumuza and Rwamarungu for a comment about this matter were fruitless since they couldn’t be got on phone.
