The Commonwealth Secretary-General, Rt Hon Patricia Scotland KC, has voiced strong concerns regarding the ongoing detention of Ugandan opposition leaders Dr. Kizza Besigye, Haji Obeid Lutale, and Eron Kiiza, calling their imprisonment a direct challenge to Uganda’s commitment to democracy, human rights, and the rule of law.

In a statement issued today, Secretary-General Scotland emphasized Uganda’s obligations as a respected member of the Commonwealth, stressing that the country is expected to uphold the values enshrined in the Commonwealth Charter, including respect for fundamental freedoms and human rights.
Scotland condemned the abduction of Dr. Besigye and Lutale in Nairobi, Kenya, on November 16, 2024, which she described as a violation of international norms. The Secretary-General also pointed out that their continued detention runs counter to the Supreme Court ruling of January 31, 2025, which she noted should have ensured their release.

The health of Dr. Besigye, in particular, has raised further alarm. The Secretary-General expressed deep concern about his deteriorating condition and called on Ugandan authorities to guarantee that he receives the necessary medical care.

Secretary-General Scotland also reiterated the Commonwealth’s commitment to engaging with the Ugandan government, opposition leaders, and regional stakeholders to work toward a peaceful resolution.

She called for the immediate release of those wrongfully detained and reaffirmed the Commonwealth Secretariat’s readiness to support efforts that promote dialogue and a more inclusive political environment in Uganda.
“We are hopeful for the restoration of a democratic and inclusive political landscape in Uganda, consistent with the principles of the Commonwealth Charter,” Secretary-General Scotland said.
