Uganda’s education system is on the brink of a historic transformation, as the Ministry of Education adopts key recommendations long championed by Dr. Lawrence Muganga, the Vice-Chancellor of Victoria University. These groundbreaking reforms, endorsed by the Education Policy Review Commission (EPRC), mark a decisive shift towards a more practical, skills-based, and efficient education model for Uganda’s future generations.

Dr. Muganga, a strong advocate for competency-based education, has tirelessly called for changes that focus on real learning rather than rote memorization. His advocacy has now borne fruit as the EPRC, under the leadership of Hon. Amanya Mushega, has formally embraced several of his proposals.
Among the most significant reforms is **the elimination of the Primary Leaving Examinations (PLE)—a move aimed at redirecting resources to enhance actual learning rather than standardized testing. Additionally, the reduction of primary school from seven to six years is set to make the education process more efficient and impactful.

A major restructuring of the Uganda National Examinations Board (UNEB) has also been proposed, shifting its focus from merely testing knowledge to assessing practical skills. This aligns with Dr. Muganga’s vision of an education system that prepares students for real-world challenges, rather than just theoretical knowledge.

Another key recommendation is the adoption of competency-based learning, ensuring that students truly master subjects at every level rather than merely passing exams. Furthermore, boarding school will now be introduced only from Primary Five, addressing concerns about early-age separation from family and its impact on child development.

In response to this milestone, Dr. Muganga expressed his deep gratitude to the EPRC, calling this a “historic day for Uganda.” He commended Hon. Amanya Mushega and the commission for their bold leadership and urged the Minister of Education, First Lady Hon. Janet Museveni, to implement these reforms without delay.
“This is the moment Uganda has been waiting for. A practical, common-sense approach to education will give our children the future they deserve,” he stated.
