Sheema: While others were busy preparing for the celebrations of Christmas and end of year 2019, Sheema district chairman Canon David Kabigumira was busy writing a letter revoking his vice chairman Eldard Mwesigye, the councillor Kasaana Sub-county.
A letter we have seen that was written on December 23, 2019 titled REVOKATION OF YOUR APPOINTMENT AS VICE CHAIRMAN SHEEMA DISTRICT LOCAL GOVERNMENT, reads in part that;
“I greet you in the name of our Lord Jesus Christ.
Section 20(a) of the Local Government Act as amended Subject refer Vacation of Office of a Member of the District Executive Committee refer.
I quote as follows “The office of a member of the executive shall fall vacant if the appointment of the member is revoked by the chairperson. Therefore, this is to inform you that I have revoked your membership as the District Vice Chairman for Sheema district with the effect 20th December 2019.
I wish you a happy X-mas.”
Since the letter had no reasons for revocation , we tried our best to reach chairman Kabigumira but he refused to talk to us and insisted that Mwesigye knows the reasons why he was revoked .
However, Mwesigye told us that “I hear that I was revoked but I have never seen that letter. I only saw a copy on December 23, 2019 on social media. I went to the district headquarters but didn’t find that letter in the registry office. When I asked my secretary she told me someone had gone with it to a burial ceremony.
I contacted one of the district councillors who gave me her copy and I read it. But what I know is that I am still the Vice Chairman Sheema district because I haven’t yet officially received the letter revoking me.”
He added that “If it’s true Kabigumira revoked me and that he is the one who wrote that letter I saw with councillors, then there must be something missing in his head, because someone of LCV chairmanship caliber can’t write that nursery English. Even the letter is so confusing because it’s like it was written on 23rd December but its body indicates that I was revoked on 20th December .
The reason why he may revoke me is because I declared my intention to contest against him for the same position because he has failed to do what he was supposed to do for the people of Sheema, especially in fighting corruption, since he defends the corrupt, sides with those who financed him during campaigns plus delivering services basing on religion.”
However, this isn’t the first time Kabigumira is revoking his officers. He first revoked district secretaries/ministers like Robert Nkwemeriire who was accused of supporting a person who wasn’t Kabigumira’s friend. He recently led the chasing of the district speaker Dr Nicholas Kwariija.
It should be noted that Kabigumira and Mwesigye became friends after the 2015 primary elections when Mwesigye accepted to ally with Kabigumira with a common goal of defeating the then incubate chairman LCV Prof Pastori Mugisha.
It is alleged that after the deal succeeded, Mwesigye was rewarded with the position of Vice Chairman .
