Kampala: The Electoral Commission has disqualified the candidature of the National Resistance Movement and General Kare Kayihura’s blue-eyed boy Blaise Kamugisha as the national youth chairperson over irregularities in his age.

The development comes after a petition filed by a team of concerned youths spearheaded by Mr Chris Moses Mufakinanye, challenging former national crime preventers’ boss’s age, alleging that he is very old and unfit to be the leader of the youth.
Meanwhile, according to the Electoral Commission’s letter dated November 4, 2020, signed by Chairperson Justice Simon Byabakama, Kamugisha was elected chairperson Rwencwera 1, village and Kyera Parish youth council leader under a national ID with his date of birth as January 6, 1990, and that the same is corroborated by information on his passport that shows he will be passed the required age of 30 to be elected as a youth representative.

The letter states, “In view of the foregoing, the commission has found that Blaise Kamugisha is overage for purposes of the National Youth Committee election. He is therefore not eligible to progressively be elected to the Youth Committee at the national level.”
However, in a bid to cover both side’s, TheSpy Uganda has learnt through sources from Kamugisha’s camp, that Mufakinanye’s petition was a result of the fatty row between the two following there fall out that left Mufakinanye cursing.

In addition, it should be remembered that Kamugisha was the national coordinator of the National Crime Preventers Forum while Mufakinanye was its spokesperson.
According to the Electoral Commission, Under Section 1 (g) of the National Youth Council Act, Cap 319, a youth means a person between the age of 18 and 30 years. Further, under section 8 (9) of the said Act, any person holding an office in a youth council shall not vacate office on the sole reason that he or she has attained 30 years of age at any time during which his or term of office.
This means Kamugisha’s previous tweet when he was warming up for the seat has been buried, “Thank you NRM Youth for the support. We have the flag. 6th Nov is here for us to make history. Aluta Continua,” Kamugisha tweeted previously.
