Kampala: In 2017 security operatives arrested businessman Frank Malingum Gashumba, who had gone to CMI to check on his brother Innocent Kasumba, who had also been few days earlier ‘abducted’ from his residence in Buziga and detained at CMI Headquarters.

After immense pressure from their lawyers of Denis Nyombi & Co.Advocates, Gashumba and his brother Innocent Kasumba were handcuffed and spirited by a double cabin truck to the UPDF General Headquarters in Mbuya where they were arraigned before the press.
On the Press Conference that was addressed by Lt.Col. Deo Akiiki, an assortment of items allegedly recovered during the searches from Gashumba’s home and office that included multiple passports, army stamps and marijuana among others were showcased.

On November 6, Gashumba and two others were charged at Buganda Road Court and Chief Magistrate James Ereemye Mawanda charged them with twenty-eight (28) charges which were later dismissed on November 7, 2019 due to lack of evidence.
From the above background, Gashumba has returned the matter with an intention to sue the Attorney General of Uganda, Lt. Col. Deo Akiiki and Brigadier C.K. Asiimwe who hold the positions of Deputy Spokesperson of the Uganda People’s Defence Forces (UPDF) and Deputy Director of the Chieftaincy of Military Intelligence (CMI) respectively, for tainting his name, physical and psychological torture.
According to a demand notice seen by TheSpy Uganda issued by Gashumba Lawyers of Kaganzi & Co.Advocates, it reveals that their client has suffered and continues to suffer gross injustice, severe damage to his good name/reputation, public shame/ridicule, untold mental anguish and significant economic loss.
“Consequently, upon your fore mentioned acts and omissions, our client has suffered and continues to suffer gross injustice, severe damage to his good name/reputation, public shame/ridicule, untold mental anguish and significant economic loss, which you are jointly and severally reliable to remedy” notice read in part.
In the same vein, the lawyers say, due to the above reasons their client must be compensated with shs10 billion for the losses and sufferings caused to him.
“Our client therefore demands that you immediately undertake the following remedial actions; Pay to our client the sum of UGX10,000,000,000/ (Ten billion Uganda Shillings) as compensation for the loss and injury caused to him by your fore mentioned actions/omissions” reads the notice.
