Finally, under the stewardship of Gen.Salim Saleh, sitting at Gulu army barracks, media owners under National Association of broadcasters have unanimously agreed with the artists to start paying their royalties effective July,1,2021.
The agreement, which has been dubbed ‘The Gulu Declaration’ because it has been hatched and agreed at Gulu army barracks will also affect the entire media Industry including NAB non members who will be encouraged to pay their royalties through the regulator UCC. According to sources, in future, when the whole infrastructure is now in place, one will be required to present a clearance certificate to UCC from UPRS to get license renewal. You need to have paid your royalties through the artists’ agency responsible for the collections.
The seven hour stake holders’ meeting, chaired by Gen Saleh himself was attended by representatives from Uganda Registration Services Bureau (URSB), Ministry of Gender labour and social development, UCC, UPRS, the entire top executive members of NAB led by Chairman Kin Kariisa and staff of Operation Wealth Creation led by Chief Coordinator Gen Salim Saleh Akandwanaho.
Also, in full attendance was permanent secretary for Presidency Haji Yunus Kakande, legendary artist and former Kampala Mayor contender Dan Kazibwe aka Ragga Dee and music promotor Emma Callos, among others.
