In a recent development within the Uganda People’s Defence Force (UPDF), Brigadier General Felix Kulayigye, the Director of Defence Public Information, has been promoted to the rank of Acting Major General by the Chief of Defence Forces, General Muhoozi Kainerugaba. This elevation underscores his extensive service and dedication to the nation’s military.
Background and Education
Born in 1964 to Fredrick Semichacha and Regina Abagirinka in Gayaza Village, Masaka District, Felix Kulayigye is the youngest of nine siblings. Following the early passing of his mother, he was raised in an orphanage in Rutshuru, Kisoro District. He completed his primary education at St. Herman Nkoni Boys’ Primary School in Masaka, proceeded to Kabalega Secondary School for O-Level studies, and attended Kololo High School for A-Level. Kulayigye later enrolled at Makerere University, earning a Bachelor of Arts in Education in 1989 and subsequently a Master of Arts in Economic Policy and Planning.
Military Career
Kulayigye’s military journey began in 1989 after his undergraduate studies. He initially served as a platoon commander in Northern Uganda, actively engaging in operations against the Lord’s Resistance Army (LRA). In 2005, he was appointed as the UPDF and Ministry of Defence Spokesperson, a role he held until 2013. During this period, he became a prominent figure, articulating the army’s positions and operations.
Beyond his spokesperson duties, Kulayigye has held various significant positions within the UPDF. He served in the Presidential Protection Unit, now known as the Special Forces Command, and was the Chief Political Commissar. In 2016, he was elected as a Member of Parliament, representing the UPDF in the 10th Parliament (2016–2021). His leadership and contributions were further recognized in February 2019 when he was promoted from the rank of Colonel to Brigadier during a promotion exercise involving over 2,000 UPDF personnel.
In February 2022, Kulayigye was reappointed as the Defence Spokesperson, succeeding Brigadier Flavia Byekwaso, who had been assigned to the National Defence College. Upon assuming this role, he emphasized the importance of teamwork and vigilance, acknowledging the evolving dynamics of military operations and public relations.
Personal Life
Felix Kulayigye is married to Justine Bagonza, and together they have five children: three daughters and two sons.
Regional Dynamics andl Strategic Role
Kulayigye’s promotion comes just a day after M23 rebels captured one of the Democratic Republic of Congo’s (DRC) major cities and advanced closer to Kinshasa. Analysts believe his elevation is not only a recognition of his dedication but also a strategic move. Both the UPDF and Rwanda’s armies are reportedly heavily involved in the ongoing conflict in the DRC, making Kulayigye’s role critical in managing media relations and shaping the narrative around Uganda’s involvement.
His extensive experience and communication prowess position him as a pivotal figure in handling public and diplomatic communication at this critical time. By assigning him the rank of Acting Major General, the UPDF aims to motivate and bolster his capacity to effectively engage with the media and other stakeholders, ensuring a well-coordinated and strategic flow of information. His contributions will be central to advancing Uganda’s military and diplomatic objectives during this challenging period.
