Kampala: The current Kibale East member of Parliament who is aspiring to retain his seat dubbed Minister of Gender, Labour and Social Development Frank Kagyigyi Tumwebaze, yesterday launched and pre-tested the COVID-19 preventive tools following the looming september National Resistance Movement (NRM) party’s primary elections.

Tumwebaze accompanied by his agents, picked one hundred and sixty (160) wood-frames of his portrait posters from a one Ali a carpenter as part of his contribution to Tumwebaze’s success in the forthcoming elections.
In the same vein, Tumwebaze lined his agents behind the posters as a pre-test of how elections will be conducted while observing Ministry of Health COVID-19 guidelines.

Later, Tumwebaze shared the development on his twitter handle where he tweeted, “Great innovation frm Ali, a carpenter friend of mine who offered me these 160 wood-frame PCs with my portrait as his contribution. Folded hands.”
He added, “With my agents today we started pre-testing the tools & how voters will que behind them while observing #CovidSOPs. #KibaleEast Tuko Pamoja!”
It is worthy noting that previously, NRM primary elections were conducted through secret ballot voting, however in 2020, the Central Executive Committee (CEC) which is the supreme organ of the ruling party chaired by President Museveni, rejected the secret ballot arrangement and supported lining up to ensure transparency and credibility of the electoral process.

“CEC hereby resolves to specifically adopt lining-up as the appropriate mode of voting for NRM primaries to generate candidates for Parliamentary and Local Government elections; in strict compliance and observance with the COVID-19 Regulations issued under the Public Health Act,” read a document signed by both President Museveni and the party secretary-general Kasule Lumumba Justine.
The CEC members also approved Standard Operating Procedures for the primaries and strict adherence to Ministry of Health guidelines and revised regulations governing political parties conduct.
For instance, the open rallies were banned, every voter is a must to wear a facemask and polling officials to ensure a two-metre distance is maintained at all times.

It was also decided that the campaigns were to be virtual and those found in breach of the approved guidelines would be punished by the party Electoral Commission. At the various polling stations across the country, the party will provide temperature guns, sanitisers as well hand-washing facilities.
