IGP Byakagaba Appoints Prof.Kajabago’s Son Kituuma Rusoke As New Police Spokesperson Replacing Fred Enanga

Kampala: The Inspector General of Police Abbas Byakagaba, has appointed Assistant Commissioner of Police (ACP) Kituuma Rusoke as the new spokesperson for Uganda Police replacing Senior Commissioner of Police (SCP) Fred Enanga.

SCP Enanga, who has served as the police spokesperson since 2020, will now assume the role of Deputy Director of Interpol and International Relations.

His tenure as spokesperson began when he succeeded Emilian Kayima under the former IGP Okoth Ochola.

Th reshuffle comes after a meeting between IGP Byakagaba and the President, where they discussed strategies for strengthening the police’s relations moving forward.

But who is ACP Kituuma Rusoke

Kituuma is the son of the late Kajabagu Karusoke, who was a senior lecturer at the National Leadership Institute Kyankwanzi and a devoted pioneer member of the Pan-African Pyramid, founded by Mr. Andrew Irumba Katusabe, who is also the CEO of this mighty website.

Upon hearing the good news, Mr. Irumba congratulated Kituuma, wishing him great success in his new role. He noted that Kituuma will serve with the same dedication and excellence that his father, Kajabagu, demonstrated in his service to the country.

Kituuma, who holds a Master of Arts in Peace and Conflict Studies, has an extensive background in law enforcement. In addition to his Master’s degree, Kituuma earned a Bachelor of Arts in Social Sciences from Makerere University, graduating in 2004, and a certificate in Institutional Leadership and Management from Uganda Management Institute.

Kituuma previously served as Regional Police Commander in East Kyoga and Busoga East, as Manager Security and Enforcement at KCCA, recently as Regional Police Commander, Rwizi region.

In 2023, Kituuma was appointed as a member of the Police Council, a committee assigned to recruit, appoint and promote police officers up to the rank of inspector of police.

The council also exercises disciplinary control over all police officers through the police courts and advises the police authority on the ranks structure in the force.

Kituuma now replaces Enanga, who was first appointed Police spokesperson in 2014 by then IGP Gen Kale Kayihura. The former commissioner in charge of land protection was later replaced by Assistant Inspector General of Police, Andrew Felix Kaweesi in 2016.

Kaweesi’s appointment came at a time when the Police Force was struggling with a tainted image and in conflict with institutions like the Judiciary and the Directorate of Public Prosecution. 

Police were also facing criticism from the opposition, the diplomatic core and civil society organisations over brutality and corruption. 

Following the murder of Kaweesi, the director of Interpol Assistant Inspector General of Police (AIGP) Asan Kasingye was in March 2017 appointed police spokesperson.

In November 2017, Kayihura appointed Emillian Kayima to replace Kasingye, and in 2019, Enanga bounced back as police spokesperson until Sunday, June, 30, when he was replaced by ACP Kituuma.
