Kampala: HE. Yoweri Kaguta Museveni has in a new twist made an order to pay all the parliament secretaries he retired previously citing public interest’s demand.
According to the letter dated 19th June 2021 issued to Deputy Head of Public Service and Deputy Secretary to the Cabinet-office of the President, Museveni has since been informed that some of the secretaries he ousted had perfectly served the country thus ordering for their compensation over the termination of their contracts.
“I recently announced the retirement of some Permanent Secretaries in the public interest. I have been informed that some did not have any disciplinary cases against them,” reads the letter.
“Given that they were employed on contract, their contracts should be terminated and payment made in lieu of the notice of termination as opposed to retiring them in the public interest,” Museveni adds in the letter.
Earlier June this year, President Museveni sent at least seven permanent secretaries into retirement among them including;
Christine Guwatudde Kintu from the Office of the Prime Minister (OPM), Pius Wakabi from Ministry of Agriculture, Patrick Mugoya from Foreign Affairs Ministry and Ms Jane Kibirige, the Clerk to Parliament, saying that the move was in the public interest.
Others retired are; Kivumbi Lutaaya who previously served as principal private secretary to the Vice President, Benon Mutambi from the ministry of Internal Affairs and Mr David Ebong from the Ministry of Science Technology and Innovation.
“By the powers given to President by Article 99,172 (1) (a) of the Constitution of the Republic of Uganda and the Uganda Public Service Standing Order (A-n), I hereby retire the following Permanent Secretaries in the Public Interest,” reads Museveni’s statement that saw the above Permanent Secretaries quitting offices.
