Kigezi: State House Anti Corruption Unit Arrests Four Gov’t Officials Over Embezzlement

The Minister for Directorate of Socio – Economic Monitoring & Research in the Office of the President, Hon Beatrice Akello Akori working with State Houses State House Anti Corruption Unit and Internal Security Organization are in Kigezi sub region on a joint Economic Monitoring exercise where four government officials have so far been arrested on allegations of embezzlement, causing financial loss & mismanagement of funds.

The officials arrested are;

1. Denis Twesigomwe – District Engineer Rubanda District arrested over shoddy works at Mpungu HCIII where he was the project manager.

He also cleared certificates of completion of works resulting into the payment of over UGX448,975,405.

2. Mutumba Sivaseya Eric – District Engineer Kanungu LG was arrested over irregularities in the construction project to upgrade Ntungamo H/CII to III. He certified an over payment of UGX55M to the contractor Kaleeta Construction ltd & yet the works were incomplete & shoddily done.

3. Ngabirano Spencer – Town Engineer, Ryakarimira T/C, Kabale District. He conspired with the former Town Clerk, Alex Ampaire to defraud the town council over UGX105M meant to be paid to the contractor for construction of the Multipurpose council hall & renovation of staff houses.

Mr Ngabirano Spencer also originated and cleared requisitions for the UGX105M which the town clerk, withdrew and fled. The staff houses which were roofed are all dilapitated and inhabitable with no windows doors and floors.
4. Otike David – District Water Officer Rubanda district was arrested for causing financial loss of over UGX600M that was used in the construction of a water reservoir without a water source. This is a component of the proposed Bushura water project that will cost over UGX6.2bn.

The State House Anti Corruption Unit (SH-ACU) in one year, 2022, managed to recover Ugx35.484bn from corruption masters of this country, the annual report revealed.

The Unit also managed to arrest and arraign in court over 448 suspects. Among these, courts convicted 70 culprits including government accounting Officers, Executive Officers, managing directors, Secretaries of Commission, CAOs, and Town Clerks.

SH-ACU was established under Article 99(4) of the constitution of Uganda, which gives the President executive powers to either directly or indirectly perform his duties or through officers subordinate to him.

Launched on 10th December 2018, SH-ACU coordinates with all constitutionally mandated agencies to ensure a corruption-free country.

The Unit also acts as a link between H.E. the President, citizens, and Anti- Corruption agencies in relation to Anti-Corruption issues.
