Kampala: HE.Yoweri Kaguta Museveni Tibuhaburwa, the commander in-chief of all armed forces this week boosted country’s security by recruiting dedicated and no-nonsense officials into top positions of a couple of security agencies.
Among the agencies that saw new bosses include; Uganda Police with new D/IGP Maj. Gen. Tumusiime Katsigazi, CMI with Gen James Birungi as new head and CID that is now headed by tactical and celebrated army officer Maj.Dr Tom Magambo.
The defence ministry’s acting spokesperson Lt Col Ronald Kakurungu, while confirming the appointment of Maj. Gen. Tumusiime Katsigazi as the Deputy Inspector General of Police in a press release dated January 25, said “In the same appointment orders, the President promoted Private Magambo of ISO to the rank of Major and appointed him the Director Criminal Investigations of the Uganda Police Force.”
Magambo became the sixth serving UPDF officer deployed by President Museveni in the police.
Others are Maj Gen Geoffrey Tumusiime Katsigazi appointed the new Deputy Inspector General of Police to replace Lt Gen Paul Lokech who died last year, Brig Sserunjogi Ddamulira (Police Crime Intelligence Director), Col. Jesse Kamunanwire (Police Director for Human Resource Administration), Brig Geoffrey Golooba (Police Director for Human Resource Development and Training) and Maj Gen Jack Bakasumba (Police’s Chief of Joint Security).
Before his latest appointment as CID boss, Magambo was a silent underground smooth-operator, according to his close pals we spoke to on condition of anonymity.
“Maj. Magambo is a no-nonsense smooth operator when it comes to investigations and cracking criminality, the reason he was entrusted with the regional security coordination docket. I believe this is what triggered Gen Museveni to elevate him to the rank of Major from private, jumping nine ranks and then entrusting him with CID, which is the main investigations arm of the police,” revealed our source in state house last night.
Before Museveni assigned him to the above job, Major Magambo was a director at Internal Security Organisations (ISO).
Magambo is credited with carrying out a series of successful investigations in ISO that greatly aided in intelligence sharing within the region and security sources say the President hoped he would use his experience in helping the Police in its investigations.
After being tipped by our spies within security that Major Magambo is Museveni’s silent ‘lion’ committed to crush hard core criminals through thorough, dependable intelligence gathering, we dug deep to know more about him and below is what we discovered;

Magambo attended Masindi Public school for his primary education before proceeding to Duhaga Secondary School in Hoima for both Ordinary and Advanced Levels from where he progressed to Makerere university.
Magambo served as the Coordinator of the Eastern Africa Fusion and Liaison Unit that brings together Intelligence Liaison Officers from the ten countries in the region: Uganda, Ethiopia, Kenya, Sudan, South Sudan, Somalia, Tanzania, Djibouti, Burundi, and Rwanda.
Before he was appointed with the above role in Regional Unit, he had served for twenty years in ISO where he rose to the highest rank of Chief Intelligence Officer (C.I.O) and was a Director of Analysis. Other responsibilities held in his career in ISO include heading Region Affairs where he was involved in EAC, IGAD, ICGLR, and AU Peace and Security Initiatives.
He also served in the dockets of Internal Counter intelligence, and Policy Analysis.
Sources add that in terms of specialized training, he has done several Intelligence courses both within and abroad including with the US, Israel, UK, and Canada.
Maj.Magambo also served as Acting DISO in Rukungiri before heading to Ministry of Foreign Affairs as liaison officer. He also served as Personal Assistant to the then Director General Brig. Ronnie Balya. Infact, some pundits credit Ronnie Balya for selfishly training Maj Magambo in intelligence gathering. “You can’t work with Ronnie Balya and go wrong in intelligence. He is a refined man. Magambo’s military career especially intelligence is because he closely worked with Balya as his P/A,” added a pundit.
Magambo The Coordinator Of The Eastern Africa Fusion and Liaison Unit, What’s More About This Unit?
The EA-FLU was officially launched on May 23rd 2018 in Entebbe arising from a resolution of the 455th African Union Peace and Security Council Summit that was held on 2nd September 2014 in Nairobi – Kenya.
The summit noted the growing threat of terrorism and trans-national organized crimes on the continent and directed partner states to establish action-oriented process for intelligence sharing and security cooperation.
The EA-FLU was therefore established to coordinate exchange of actionable Intelligence, analysis and operations on the common threats in the region. Watch the space..
