Kampala: The latest on our crime desk are reports that National Unity Platform member Moses Birigwa has been arrested over corruption claims he allegedly made against deputy speaker Anita Annet Among.
Some sources have intimated to this website that the strong opposition youth leader from Busoga, who stood in the recently contested MP race in Jinja Municipality politics and miserably lost,had reportedly gone to Anita Among’s residential home where he was poised to pick a bribe of UGX100m, in order to stop maligning the deputy speaker,yet it was a trap to nail him!
Indeed as he waited for his ‘brown envelope’ at Anita’s home, he was shocked to see plain clothed operatives instead asking him to put hands together in front of his chest so they can easily adjust their ‘mpingu’! It was at that moment that Bigirwa was told he was under arrest for trying to extort from deputy speaker among other charges.
Our spy has also chanced on phone call recordings where Bigirwa is reportedly negotiating for hefty amounts of dime for the deadly deal!
Birigwa is alleged to be the one who wrote a dossier that has been trending all over social media platforms exposing Among as a serial corrupt mafia the Ugandan government has ever had.
In fact, the dossier later yielded a petition to the Inspector general of Government (IGG) asking for a forensic investigation into the allegations that have left most Ugandans spitting venom against the deputy speaker from Bukedea District. Our spy has chanced on the toxic dozier. The dossier, attached here was received by IGG’s office on November 5, 2021 at 9:47am.
But What Is Inside This Dossier? Below Are Allegations Against Among
”MUSEVENI TO REMOVE DEPUTY SPEAKER ANITA AMONG OVER CORRUPTION
Barely a year after becoming Deputy Speaker of Parliament, President Museveni has come under pressure to kick Anita Among from speakership following numerous reports filed against her Mafia works, shoddy and corrupt dealings.
On reading the intelligence reports, Museveni is said to have sided with the reports, saying where’s smoke there must be fire.
The whistle blowers allege Among has misused the President’s name in all manner and is abusing the powers of her office for private gain.
Museveni has reportedly held two meetings so far to plot the slow but systematic way of dealing with his Deputy Speaker, that’s according to the whistle blower who didn’t want to be revealed.
Some of the shoddy dealings the President has uncovered in classified reports, according to the source, include the following;
1- GRABBING KARIM’S HOUSE IN NAKASERO
The President has reports that Anita Among initially rented tycoon Karim Hirji’s house in Nakasero where she currently stays. Along the way she negotiated with Karim Hirji for a sales agreement, faking that President Museveni had agreed to buy the house for her.
The agreed sale price for the house was USD 2.7M. Anita made a down payment of USD 300K, leaving a balance of USD 2.4 M which she has apparently failed to pay to date.
Anita is no longer picking Karim’s calls and she can’t be evicted because she has a barracks of Police, added source.
She has indicated that Karim will be paid by President Museveni.
2- ANITA IS PAYING FOR OULANYA MEDICAL RECORDS
The report has reported that Anita Among has been closely following her Boss, Jacob Oulanya’s medical conditions, wishing he does not return to the office. Reports indicate she has hired persons to follow Oulanya’s medical records while bragging that she is the next full Speaker of Parliament. Is Anita in the know of secret records that her boss is terminally ill?
3- BRIBES FROM ROKO CONSTRUCTION
For the while when Speaker Oulanya was away on sick leave, Anita Among was allegedly harassing Roko for a bribe of UGX2bn or else their contract to construct new house chambers is terminated. To stop her noise, ROKO bought the Deputy Speaker a brand new car Toyota V8.
4- ANITA GOT UGX600M FOR DEGAZZETING BAJO, WAMALE, KIULA CENTRAL RESERVE FORESTS
A businessman allegedly approached Anita Among in September 2021, for support to degazzette and occupy 4 square miles of Bajo, Wamale and Kiula central Forest reserve, allocated to him by the Kayunga District Land Board.
This land ownership is contested by the National Forestry Authority and Buganda Land board.
The businessman facilitated Anita with a sum of UGX600M to whip MPs to quickly gazette the forest reserve. For months, Anita failed to deliver the gazettement notice. When the businessman complained to the state house, Anita, using her Tomboy MPs Tebandeke and Patrick Nsanja accepted debate on a motion on the floor to degazzette the forest reserves. Debate on the matter could not be concluded however as Kayunga Woman Mp Ida Nantaba interjected. The no-nonsense businessman wants his land or a refund of ugx600M from Anita.
5- CONNING A KAMPALA BUSINESSMAN OF FURNITURE WORTH UGX300M
A complaint has been filed against Anita Among by a Kampala businessman who supplied the Deputy Speaker with office and household furniture worth UGX300M in June this year. Anita has since paid a paltry UGX30M leaving a balance of UGX270M unpaid to date. She reportedly doesn’t pick his calls anymore.
6- BRIBES FROM AMURU SUGAR FACTORY
The President has a report that Anita Among has been demanding bribes from Amuru Sugar factory Investor, a one Amina.
Amina wants MPs to support a bailout sum for the new factory. Amina has so far parted with over UGX 400M to Amongi.
7- CONNING INDIANS OF USD400K
A report has been tabled before the President of an incident where Anita Among using a certain man with a fake Museveni accent called two Indian investors directing they hand over support to NRM. The fake President directed that Indians hand over their contributions to Anita Amongi which they promptly did. Anita in the end conned usd400k from the unsuspecting Indians.
8-USING ISO TO CON AND RANSOM INVESTORS
It has been reported to the President that Anita Among uses Okua, a tribemate and Director in ISO to harass and put to ransom several rich people on the pretext they are under ISO investigation and many victims have been conned of huge sums.
9- CONNING NUP MP MUHAMAD SEGIRINYA OF 600M
Hon.Ssegirinya went to Housing Finance Banking seeking an MP loan of UGX1bn. Housing Finance Bank rejected the application on the pretext that Ssegirinya had an election petition against him. The next day Among called the loans manager giving a guarantee for Ssegirinya. The UGX600M was to be used by Among to pay off Sulaiman Kidandala; the petitioner, his lawyers Alaka and Kakande and fix the judiciary. Anita indeed did the job but at such a huge price for Ssegirinya.
10- ANITA AMONG FALLS OUT OF THE PRESIDENT’S FAVOR
The President has constituted a covert team to follow up shoddy and corrupt dealings of Anita Among and make a detailed and accurate report. In the meantime, the President has reportedly declined several appointments to meet with Anita. The President is angry and clearly, Anita Among is no longer the fixer she was. She has fallen out of favour.”
Meanwhile, NUP party president Robert Kyagulanyi aka Bobi Wine, via his social media platform said Bigirwa was not arrested at the speaker’s home in Kololo but rather along Northern Bypass road together with his family ad they drove back home. According to Bobi, they were bundled into security vehicles, dropped at Kibuli CID and later released his wife and baby, allowed to go back home and then retained Bigirwa. Read his Post
