Kampala: Few days after a raid by Military security operatives on several safe houses manned by the Internal Security Organization (ISO), and arrest of ISO spies and their detainees, Col Kaka Bagyenda, using a panic button, has now reshuffled eight top directors as a way to curb tensions in the security organisation.
According to our sources, some of the Senior Directors whose powers have been trimmed and moreless remained powerless are Mr Arthur Mugyenyi, Maj. Frank Banana, Lt.Dr. Kagoro Kaijamurubi, Lt. Col. Herbert Muramagi, Lt. Col. Charles Ndawula and Lt. Col. Kyango Walusukira, among others.
TheSpy has learnt that all the senior directors have been moved into a newly created ISO-Think Tank, and tactfully put on ‘katebe’ (suspense). “This is a gentle way of telling you we don’t need your services,” an insider commented on condition of anonymity.
The developments at ISO come in the wake of a raid that involved shooting at one of the safe houses in Kisaasi by a combined force of Chieftaincy of Military Intelligence (CMI) and other forces that scared Col.Kaka who reportedly fled his office over fear to be killed or arrested.
However Col. Kaka was later quoted in the media arguing that the raid was intended to frustrate the investigation into the murder of senior police officer Andrew Felix Kaweesi.
All these come after a warning to Kaka by President Museveni about use of torture as a method of interrogation. This was revealed through a letter which was copied to Gen David Muhoozi,the Chief of Defense Forces(CDF).
Gen Museveni told Col.Kaka that under the NRA-turned UPDF, torture can not be used as a method of extracting information from suspects. Watch the space for more on this….
