Parliament Pays Tribute To Fallen UHRC Boss Kaggwa

Kampala: Parliament of Uganda led by the Speaker, Rt. Hon. Rebecca Kadaga have honoured the late Hon. Meddy Kaggwa who collapsed and died on his way to work on Wednesday, 20 November 2019.

Kadaga said that Kaggwa served Uganda in distinguished capacities as a Member of Parliament representing Kawempe South and at the East African Legislative Assembly (EALA). He also served as minister for the Presidency.

“At the Uganda Human Rights Commission, he has been a big advocate for respect of human rights as seen by his timey presentation of the annual commission reports to Parliament,“ Kadaga said.  

The Speaker added that he was also Special Rapporteur on Prisons and Conditions of Detention of the African Commission on Human and Peoples’ Rights and a Commissioner of the OIC Independent Permanent Human Rights Commission.

“On my own behalf and that of the Parliamentary Commission, I convey our sincere condolences to the family of the late Hon Kaggwa, relatives, friends and the country at large on this loss, “she added.

The House observed a moment of silence in his honour.

Kaggwa was a very jolly fellow who liked cracking jokes.

Like the late Prof Apolo Nsibambi who always insisted that reporters get his first name right (‘Apolo’ not ‘Apollo’) , Kaggwa, too, always made it clear that his first name was spelt as “Med” not “Meddie” as is the popular practice.

Until his death, Kaggwa, had served as chairperson of Uganda Human Rights Commission for more than eight years.

He’s to be laid to rest today Thursday November 21, at their ancestor’s home in Mpigi
