‘Play-Boy’ Saka Demoted In New URA Reshuffle

By Spy Uganda

The year Twenie Twenie (2020) has started on a very sad not for Henry Saka, who has been serving as the Commissioner Domestic Taxes at the Uganda Revenue Authority.

Our Spies exclusively reveals that Saka has been axed and demoted according to the recent reshuffle by URA Commissioner General Doris Akol.

Saka, according to the new changes which were sanctioned by the URA Board of Directors, has been replaced with Dickens Kateshumbwa, who was the Commissioner Customs but will henceforth head Domestic Taxes.

Kateshumbwa’s old position is  to be taken over by Abel Kagumire who has been Commissioner Customs Audit.

However, we have learnt that Kagumire will be serving in the Acting position as head of Customs until he is either approved or replaced too.

Herbert Rusoke, who has been the Commissioner Corporate Services — will replace Protazio Begumisa as Commissioner Internal Audit and Compliance.

Patrick Mukiibi, who has been heading tax investigations — will take over Rusoke’s post as Commissioner Corporate Services.

Meanwhile, Saka has since been moved to Tax Investigations.

According to an internal memo seen by our Spies, URA boss Akol says the changes are in line with the Leadership Rotational Framework which was approved by the board in 2015.

URA spokesperson Vincent Seruma confirmed these changes and said it is normal procedure. “It is not serious; these for us are normal changes,” he said.

However, it should be recalled that we recently exposed a blistering romping scandal that rocked URA offices, which allegedly involved Saka and a juicy junior employee.

The scandal broke after a city telecom engineer identified as Steven Mukasa reportedly faulted Saka for babylonizing his wife identified as Diana Musoke Balaba, who is the Supervisor Budget and Reporting at URA.

Actually, insiders reveal that she managed to scoop the job as  a result of her being a good ‘Team Player’ with the ‘Play Boy’.

It was alleged then that Saka had made Diana so busy that she no longer had time to concentrate on her marital duties, which forced her hubby to write a long petition to URA boss Akol, begging to reign in on Saka.

The Saka-Diana-Musoke saga sparked off a bitter wrangle between him and some of his junior employees, who he reportedly dragged to the Special Investigations Unit (SIU) in Kireka, although the case has since lost steam.
