President Yoweri Kaguta Museveni has granted an official burial for the late Brigadier General Charles Oluka, the former Director General of the Internal Security Organisation (ISO). This announcement was made by Hon. Milly Babalanda, the Minister for the Presidency, via her official social media account.
Brig.Gen.Oluka passed away on Wednesday evening, leaving a legacy as a dedicated servant to Uganda’s national security. His tenure at the helm of ISO was marked by unwavering commitment to safeguarding the country’s internal stability. The state funeral underscores the significance of his contributions to Uganda’s intelligence and security framework.
The National Organising Committee (N.O.C) has been tasked to coordinate with Oluka’s family to finalize funeral arrangements. In her statement, Hon. Babalanda extended condolences to his family, the ISO fraternity, the people of Teso, and all Ugandans.
“Losing such a dedicated and friendly officer is a profound loss for the nation,” she wrote.
Oluka, hailing from the Teso region, was known for his dedication to service and his calm demeanor. His leadership at ISO played a crucial role in responding to internal security challenges, ensuring Uganda’s peace and stability during tumultuous times.

But Who Was Brigadier General Charles Oluka?
Born in Kumi District, Brigadier General Charles Oluka was a dedicated and highly skilled military officer who served Uganda with distinction. After undergoing military training at the Tanzania Military Academy in Monduli in 1990, he embarked on a career that would see him play a pivotal role in Uganda’s intelligence and security sectors.
Oluka began his career as a flight instructor at the Soroti Flying School in 1987 before transitioning to intelligence work. Recruited into ISO by Maj. Gen. (Rtd) Jim Muhwezi, he served under several notable spy chiefs, including Dr. Amos Makumbi, Brig. Gen.Ronnie Balya, and Lt. Gen. (Rtd) Henry Tumukunde.
In October 2020, Oluka was appointed Director General of ISO, a position he held until his passing. During his tenure, he implemented critical reforms, including improving ISO’s intelligence capabilities and addressing human rights concerns associated with safe houses.
On a personal note, Oluka was a family man who married his longtime partner, Harriet Aldsa, in a ceremony in Soroti District in 2023. He is remembered not only for his professional accomplishments but also for his humility and dedication to his family and community.
At the age of 57, Oluka’s death leaves a significant void in Uganda’s security landscape. His contributions to the nation will be etched in the history of the country’s intelligence services.
