Rot In Jail:Court Denies Thieving Councillor Bail

Sheema: Deus Kakwangire aka Kigirikani, the Rubanda district councilor, on Tuesday October 29, 2019 cried before the Magistrates court in Kagango, Bushenyi district, to be granted bail, saying he wants to go for medical checkup because he was tortured, although the Magistrate refused to grant his prayer.

Kakwangire, who is the Rubanda town council LCV Councillor in Rubanda district, was on 9th October 2019 caught red handed pick pocketing mourners in Kakindo town council Sheema district.

By the time of his arrest, he had already pick pocketed Shs30,000, although he was caught nipping Shs980,000 from the brother of the deceased when they were carrying a coffin from the house to the courtyard.

After being caught, it is alleged that angry mourners punished him with good slaps and smart canes until he was rescued by his home area friend, and also the Sheema Resident District Commissioner (RDC) Frank Kyereere, who had gone for a burial.

He later handed him to police, produced in court and remanded to Nyamushekyera prison.

Kakwangire asked Kagango Court Chief Magistrate Patrick Bamuhiga to grant him bail so that he can seek medical attention but it was denied.

“Those guys heavily punished me, they might have damaged my lungs or kidneys. I feel too much pain. I want to go to the hospital for  treatment,” Kakwangire told court.

Magistrate Bamuhiga asked the prison warden whether Kakwangire receives adequate medical attention while at Nyamushekyera, to which the warden replied positively.

Bamuhiga thus remanded Kakwangire back to Nyamushekyera prison up to  November 12, 2019 when he will re-appear in the same court again for another mention of his case.

Bamuhiga also directed those who will be his sureties on the allocated days to go to court with their National IDS since they didn’t have them on Tuesday.

Gerald Akambasa, the Rubanda district Speaker, said that if the court finds their councilor guilty, they will automatically censure him out of Council as the district councilor .

According to locals, Kakwangire was earlier known for stealing hens and goats; it is said that he became known in  Rubanda district because of stealing.

He later contested for Councilor LCV Ikumba Sub-county but was defeated by Baguma Silver.

When Rubanda district was created later out of Kabale district he contested as Councillor for Rubanda town council where he won and  this is his first term of office.
