Russian Company Contracted To Install Spy Devices In All Vehicles At Owners’ Cost!

Kampala: Government of Uganda has signed a 10-year agreement with a Russian firm – Joint Stock Global Security Company Limited to install spy devices (GPS Tracking Devices) that will be monitoring the movements of all public and private vehicles and motorcycles in the country at owners’ cost.

The project which has been named the intelligent transport monitoring system will also see tracking devices installed in water vessels on all the country’s water bodies.

The agreement was signed today afternoon at the office of the president in Kampala by the Permanent Secretaries from the Ministry of Works and Ministry for Presidency as Security Minister, Rtd. Gen Jim Muhwezi witnessed the signing.

While speaking at the signing ceremony, Minister Jim Muhwezi hailed the agreement as one that will help deal with the security problem for the country.

Minister Muhwezi said that the project will provide the government with a digital system that will monitor vehicles in the country and enable the use of artificial intelligence to back up other measures in place to be able to provide the country with security.

He denied reports that the installation of tracking systems on vehicles will invade people’s privacy, and said that the system will only be used for security purposes and nothing else.

The Permanent Secretary in the Ministry for Presidency, Yunus Kakande said the deal between Uganda and Russian company will run for 10 years.

President Museveni first hinted at the program of installing digital monitors to all vehicles and motorcycles following the gruesome murder of Arua Municipality Member of Parliament Ibrahim Abiriga in 2018 and last month, the president directed the State Minister for Internal Affairs, General David Rubakuba Muhoozi to oversee the project saying that a portion of the budget has been set aside to fund this cause.
