Sheema: Moses Kanyarutookye, the Chief Administrative Officer (CAO) Sheema District has directed the new Bugongi Central Primary School head teacher Mwijukye Zebedee to pay back UPE funds within fourteen (14) days which he diverted for self-desires.
According to the letter Spy Uganda landed on dated 18 July, the CAO directs the alleged H/M to repay Ushs798000 which he selfishly swallowed during his stay at Kitagata Central Primary School as a head teacher.
“while still at Kitagata central primary school as the head teacher, it was noted that you violated proper procedures in utilization of UPE funds whereby Shs798000 was wrongly spent by not following UPE allocations, therefore it was recommended that you should refund the said amount of money Shs798000 on Kitagata central primary school UPE account within fourteen days,” reads part of the letter.
The information we got from a reliable source at Sheema District headquarters, show that Zebedee not only swallows UPE funds but also has a bad record with academic performance in every school he heads.
It is alleged that for more than 15 years he has spent as a head teacher, schools he has headed have gradually declined standard and performance for example Nyakabungo primary school, Rukundo primary school, Kitagata central primary school among others.
Reports also pin him for having ashamed the performance of Kitagata Central School as he found it with a higher performance but by the time of departure, it was almost competing with some schools who usually get one or two first grades.
Due to poor performance, he was transferred to Ryakasinga primary school but when parents and management heard of such news, stormed the Office of the District Education Officer requesting for the said guy not to step in their school.
We tried to talk to Zebedee on phone but he confidently told us that he has never swallowed any single coin which belongs to UPE but its Sheema poli-trics and denied allegations of having received the CAO’s letter.
