State House Anti Corruption Unit Arrests Lukaya Businessman Over Fraudulent Land Deals, Unlawful Eviction

Masaka: Kasirye Elias, a businessman and land dealer based in Lukaya, Kasirye Elias has been arraigned before Masaka Chief Magistrates Court on multiple charges including malicious damage, forceful entry, unlawful eviction and theft.

The charges were brought forward by the ever alert State House Anti-Corruption Unit in collaboration with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP).

The case dates back to 2021 when Kasirye allegedly conspired with the daughters of the late Lukwago Francis to forge a backdated agreement making it appear as though Lukwago had sold him a Kibanja (a piece of customary land) with eucalyptus trees in 2018. This move was reportedly aimed at defrauding the rightful buyer, Mr. Walakira Paul, the bonafide purchaser of the said Kibanja.

Kasirye is accused of using the falsified documents to process a land title in his name. In June 2024, without any legal backing, Kasirye forcefully evicted Walakira from the land, cut down his eucalyptus trees, sold them and proceeded to grade the land and changed its status.

The court remanded Kasirye until November 5, 2024 as investigations into the case continue. State House Anti Corruption Unit as thus emphasized the seriousness of land fraud cases in Uganda and vowed to bring all culprits to justice.

The State House Anti Corruption Unit (SH-ACU) in one year, 2022, managed to recover Ugx35.484bn from corruption masters of this country, the annual report revealed.

The Unit also managed to arrest and arraign in court over 448 suspects. Among these, courts convicted 70 culprits including government accounting Officers, Executive Officers, managing directors, Secretaries of Commission, CAOs, and Town Clerks.

SH-ACU was established under Article 99(4) of the constitution of Uganda, which gives the President executive powers to either directly or indirectly perform his duties or through officers subordinate to him.

Launched on 10th December 2018, SH-ACU coordinates with all constitutionally mandated agencies to ensure a corruption-free country.
