Authorities have today arraigned Samuel Wampero, an accountant at Nakawa Vocational Institute, before the Buganda Road Chief Magistrate’s Court on multiple charges related to forgery and the uttering of false documents.

The case, brought forward by the State House Anti-Corruption Unit in collaboration with the Criminal Investigations Directorate and the Office of the Director of Public Prosecutions, accuses Wampero of forging key academic documents that were allegedly used to fraudulently secure a government position.
According to prosecution, Wampero is accused of forging both his Uganda Certificate of Education (UCE) and Uganda Advanced Certificate of Education (UACE) certificates—documents purportedly issued by the Uganda National Examinations Board (UNEB). Further, he is alleged to have fabricated transcripts and academic qualifications from Makerere University Business School (MUBS) and Kyambogo University, including a diploma and a bachelor’s degree.

These forged credentials were reportedly presented to the Education Service Commission in 2004 as part of Wampero’s application for employment in the Ministry of Education and Sports. Authorities say the intention was to deceive and fraudulently gain a position within the ministry.

Wampero was remanded to custody until April 22, 2025, as investigations continue.
The case underscores the ongoing efforts by Ugandan authorities to clamp down on fraud and corruption in public service, particularly in the education sector, where forged academic qualifications continue to be a growing concern.
