State House Anti-Corruption Unit Intensifies Crackdown On Land Grabbers, Arrests Four Suspects In Gomba Land Fraud Case

Kampala: This afternoon, State House Anti-Corruption Unit together with the Criminal Investigations Directorate (CID) and Office of the Director of Public Prosecutions (ODPP) have arraigned 4 suspects before the Chief Magistrate’s Court of Mpigi, on various charges of Fraudulent Procurement of a Certificate of Title, Giving False Information to Public Officials, Perjury and, Conspiracy to Commit a Misdemeanour in a bid to grab prime land measuring approximately one square mile in Gomba District.

The accused including; Kiweewa Burton Mugagga, Mubiru Joseph alias Yozefu aka Kyakwambala, Kifampa John, Mayanja John Robert and others still at large allegedly conspired to fraudulently obtain certificates of title for the said land in Gomba.

According to the prosecution, between June 2022 and August 2023, the suspects fraudulently presented Mubiru Joseph, an 80-year-old peasant, as the legitimate heir to the estate of the late Paul Kibi, in a bid to obtain land titles. The group reportedly deceived public officials at the Ministry Zonal Offices in Mpigi, as well as authorities at Mpigi High Court, providing false testimony to secure letters of administration for the estate.

Furthermore, Mr. Kiweewa had also hired goons to terrorize the occupants of the land, one of whom was famous gang leader Sobbi who got killed on the same land last year.

The suspects have been remanded till 1st October, 2024 and criminal summons have been issued for other suspects still at large.

The State House Anti Corruption Unit (SH-ACU) in one year, 2022, managed to recover Ugx35.484bn from corruption masters of this country, the annual report revealed.

The Unit also managed to arrest and arraign in court over 448 suspects. Among these, courts convicted 70 culprits including government accounting Officers, Executive Officers, managing directors, Secretaries of Commission, CAOs, and Town Clerks.

SH-ACU was established under Article 99(4) of the constitution of Uganda, which gives the President executive powers to either directly or indirectly perform his duties or through officers subordinate to him.

Launched on 10th December 2018, SH-ACU coordinates with all constitutionally mandated agencies to ensure a corruption-free country.
