Traffic Management Veteran Norman Musinga Takes on Key Role in New Police Reshuffle

Inspector General of Police (IGP) Abbas Byakagaba has initiated his first major personnel changes of 2025, impacting several senior officers in a bid to reinvigorate the Uganda Police Force. The reshuffle, insiders reveal, is designed to address gaps in performance and improve overall efficiency within the force.

Reports from sources at the Police Headquarters in Naguru suggest that the decision was influenced by a need to address challenges posed by aging leadership in key departments. “Some senior officers have been struggling to meet the demands of their roles due to age-related limitations, which has slowed down service delivery,” a source disclosed. This issue was reportedly highlighted during a recent Police Advisory Committee (PAC) meeting, leading to a directive for strategic realignments.

Among the notable changes is the reassignment of AIGP Musana Geoffrey, who previously served as Director of Welfare, Production, and Sports. Musana has been deployed to South Sudan as a police attaché, a role described as less strenuous. “This position offers him a chance to operate in a less demanding environment while still representing the force in a dignified capacity,” said a senior officer. The timing of this move is seen as beneficial, given the heightened demands on police leadership ahead of the upcoming elections.

Other significant appointments include SCP Moses Sakira, who has been recalled from his attaché role in South Sudan and named Director of Research and Planning. SCP Harango Timothy has transitioned from the Research and Planning Directorate to Deputy Director of Welfare, Production, and Sports. CP Mubangizi Ben, previously in Traffic and Road Safety, has been assigned to Algeria as a police attaché, while CP Ssebambulinde Charles has moved from Agriculture Police to the Directorate of Engineering and Logistics as Acting Deputy Director of Classified Stores.

In the Traffic and Road Safety Directorate, CP Philip Achaya has been named Commandant of Agriculture Police, while ACP Norman Musinga, a seasoned traffic management expert, has been appointed Deputy Director of Traffic and Road Safety. Musinga, previously the Regional Police Commander (RPC) for Busoga Region, has built a solid reputation for his commitment and expertise in traffic operations.

“His entire career has been deeply rooted in traffic management. He has excelled in various capacities, from Officer-in-Charge of Traffic to senior leadership roles. This new appointment is well-deserved, and we anticipate significant progress under his leadership,” remarked an insider.

With these strategic adjustments, the IGP aims to inject new energy into the force while ensuring that leadership roles are aligned with the capabilities and experience of officers. The reshuffle is expected to bolster the force’s readiness to handle the demands of a politically charged year.
