SHACU Strikes Again! Two Education Officials Sent To University Of Understating By Anti Corruption Court Over Misuse Of UPE Capitation Grant

Kampala: State House Anti Corruption Unit (SHACU) in collaboration with the Criminal Investigations Directorate (CID) have Wednesday afternoon arraigned two Jinja City officials before the Anti-Corruption Court on charges of Abuse of Office.

The accused appeared before the Anti-Corruption Court in Kampala and  were consequently remanded to Luzira prison for allegedly diverting UPE Capitation Grant funds to unauthorized activities.

Muloopa Haruna, a Senior Education Officer, and Ngobi Samuel, the Assistant Sports Officer, appeared before Grade One Magistrate Opit Christopher, where they denied charges of Abuse of Office.

Court heard that on 24th/May/2024 in Jinja City, the two accused education officials together with Mutesi Amina the Principal Education Officer who is still at large, did an arbitrary act prejudicial to the interests of the Government aided Primary Schools in Jinja City;  when they irregularly directed Head Teachers to divert UPE Capitation Grant of the said Schools to make specified contributions towards Term 2 activities in contravention of the UPE Guidelines and Regulations for handling public funds.

According to Prosecution’s Raymond Mugisa from the Office of the Director of Public Prosecutions, the UPE money was diverted to a sports workshop and Jinja City Council activities contrary to the Guidelines and Regulations for handling public funds.

Magistrate Opit has remanded the accused persons until 29th/August/2024 as investigations into their case continue; and issued Criminal Summons to Mutesi Aminah requiring her to appear that day to also answer charges of Abuse of Office.

SH-ACU was established under Article 99(4) of the constitution of Uganda, which gives the President executive powers to either directly or indirectly perform his duties or through officers subordinate to him.

Launched on 10th December 2018, SH-ACU coordinates with all constitutionally mandated agencies to ensure a corruption-free country.

The Unit also acts as a link between H.E. the President, citizens, and anti-corruption agencies in relation to Anti-Corruption issues.
