Kampala: Former Forum for Democratic Change (FDC) opposition party President dubbed four time presidential candidate Col. Warren Kizza Besigye Kifefe has spoke his mind against President Yoweri Kaguta Museveni’s ongoing efforts to bury the right to bail from murder suspects.
Earlier this week, Museveni re-echoed his call for murder suspects to be denied bail as he described the act of granting them bail as a provocation.
In a bid to generate support for his proposal, Museveni was prompted to call his party legislators for a meeting that was held at Kololo Ceremonial Grounds to feed them his wish which several MPs trashed saying the law may be abused to hold innocent people in perpetuity without a fair trial.
In addition to the MPs’ reasoning, Besigye says his former boss in army simply uses murder as a cover for his political reasons of wanting to abolish right to bail.
Via his Facebook Besigye notes;
“The demand to scrap off the right to bail always comes up after every brazenly rigged election; starting 2007 after court invasion by “Black Mamba” soldiers; then 2011, after onset of work to work protests.
When 10 Peoples Redemption Army (PRA) treason suspects were granted bail in 2007, they were promptly rearrested & charged with murder in Arua (7) & Bushenyi (3)!
The fictitious murder charges were sanctioned by DPP (then) Richard Buteera, who’s now Deputy Chief Justice!

The “PRA suspects” had already been on remand for 3 years following the treason and terrorism charges.
One of the “PRA suspects” charged with murder in Bushenyi was my brother Joseph Musasizi Kifefe. He died while still under that fictitious charge and so, he’ll never be acquitted!
In 2011, when walk-2-work protests begun, Mr M7 tried to amend the constitution to remove the right to apply for bail when charged with economic sabotage, rioting and hostile media. These are still the real targets. Since these failed to attract public sympathy, he’s now still fronting murder only.
That’s why I believe that Masaka murders were orchestrated ahead of the latest attempt to draw back fundamental Human Rights.
NRM/M7 Junta has demonstrated that it’s a criminal state. Every effort must be made to deny the criminality any semblance of ‘legal cover,.”
