Kampala: President Yoweri Museveni has on June 4 applauded Eng. Irene Kaggwa Ssewamkambo, the acting Executive Director, Uganda Communications Communication[UCC] for being an incorruptible civil servant.
The President, who was delivering his 6th term agenda in the State-of-the-Nation-Address at Kololo Independence Grounds described Eng. Irene Kaggwa as one of the incorruptible new breed of young passionate Ugandans who has taken UCC to another level.
Museveni noted that he has been getting good feedback that the acting Executive Director is doing a very good job at UCC. He added that NRM deployed a team of young activists who have so far registered results and one of them is Irene Ssewankambo, whom he appointed in acting capacity to head the Uganda Communications Commission.
“When I was appointing her, people complained that she was young and inexperienced, that I should maintain the corrupt ones because they are political assets. But if you are corrupt, you are not a political asset but a liability,” Museveni said.
Eng Kaggwa in February 2020 replaced Engineer Godfrey Mutabazi whose two consecutive five-year contracts had expired.
Kaggwa possesses vast experience in the ICT sector spanning from policy development, research, regulation, and implementation in various aspects including internet development, licensing, universal access, quality of service, numbering resource management as well as promotion of research and innovation.
An engineer by profession, Mrs. Sewankambo holds a Master of Science in Communications Systems and Signal Processing from the University of Bristol in the United Kingdom and a Master of Science in Economic Management and Policy (Business Economic Pathway) from the University of Strathclyde in the United Kingdom. She acquired her Bachelor of Science Degree in Electrical Engineering from Makerere University Kampala.
Prior to this appointment, Mrs. Sewankambo was Director for Engineering and Communications Infrastructure at the Uganda Communications Commission (UCC).
